Re-wrote the restart_ns function to get the current ns pid from the 
lockfile in the users home directory.  This should be about it, bumped the 
verion up to 0.9 and after I test it on a few more systems and it appears 
stable I will call this 1.0

I modified the makefile to allow people to specify their favorite method 
of killing netscape.  (ie: kill, kill -9, killall etc...)  This needs to 
be changed so we can just grab the hung pid and signal 9 it.

I finally got tired of Netscape hanging on me, scratched this together in
about 30 minutes, it probably won't work and end up giving me more
headaches than Netscape did.
